Using high beam headlights is appropriate on open roads without any oncoming traffic because high beams provide maximum illumination, allowing drivers to see further down the road. This can enhance visibility of potential hazards, pedestrians, or animals that may be on or near the road. When there are no oncoming vehicles, using high beams does not create glare that could impair the vision of other drivers, making it safer to utilize them in these circumstances.

In contrast, during foggy conditions, high beams can actually reflect off the fog and reduce visibility, making them unsuitable. In well-lit urban areas, low beams are generally sufficient because streetlights provide adequate illumination.
